Brian M. Mulligan, P.E.

Director of East Coast Operations
Mr. Mulligan has been managing HBK's business operations for the Philadelphia satellite office since it's opening in May of 2007. Mr. Mulligan is directly responsible for the day-to-day operations of the satellite office as well as new business development within the East Coast area. Mr. Mulligan also works closely with the Director-Chicago Operations and jointly oversees all projects of the firm.

Mr. Mulligan has over eight years of experience in capital program, design and construction management for commuter rail, rapid transit and underground infrastructure projects. Mr. Mulligan's areas of expertise include station transit station design, infrastructure design, constructability, issues resolution, problem solving, cost control and scheduling and interaction with clients, consultants and contractors. Mr. Mulligan is knowledgeable in all project phases including planning, preliminary engineering, design, estimating, procurement, construction, claims and closeout.

Mr. Mulligan received his Naval Architecture and Marine Engineering degree from Webb Institute of Naval Architecture and is a certified licensed professional engineer in the states of Illinois and New York and the Commonwealth of Pennsylvania.
